Notice of Intent to Award

This shall serve as notice that the Corporation of the City of Peterborough (the “City”) intends to award a contract for supply of goods to a pre-qualified vendor.

Before awarding a contract, the City is issuing this Notice of Intent to Award (NIA) to give other vendors who may be interested in bidding to submit a Statement of Capabilities.

If other potential vendor(s) submit a Statement of Capabilities during the NIA posting period, the City may, in its sole discretion, undertake a public bid solicitation process in order to award a contract to a vendor to meet the City’s requirements.

If no vendor submits a Statement of Capabilities that meets the City’s requirements on or before the closing date stated below, the City may, in its sole discretion, proceed with the award to the pre-identified vendor.

Description of the City’s Requirement

The City requires a company to supply and deliver an additional four (4) Gore® -SG Bunker® Composting Systems. The City’s Source Separated Organics facility is currently operating and equipped with six (6) Gore® bunkers composting systems. The proposed system includes covers, technology, sensors, curbs, trenches and communications compatibility with the current on-site software.

For the City to consider awarding to suppliers of alternative systems, it will consider at a minimum:

• Cost and time of updating the license to operate (ECA), as the ECA directly references the Gore® composting system several times.
• Potential change in agreement and approvals with the host community as the facility is located outside of the City of Peterborough limits.
• Software controls and communications must be compatible with the existing server/system and approved by the City's IT Group.
• Concern regarding increased Cyber Security due to incidents involving other municipalities over the past few years have created heightened awareness.
• Increased cost to maintain two parallel systems, including the effort to train and operate staff.

The City intends to award the contract for supply and delivery of the Gore®-SG Bunker® Composting Systems to the following vendor:

Deadline for Statement of Capabilities

The submission deadline for this NIA is Friday, March 16, 2026 at 2:00 p.m. ET.

The City will only consider submissions received from respondents who have registered with Bids and Tenders and have obtained the NIA directly from City’s public purchasing portal at https://stcatharines.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).

To contact the City of Peterborough or ask questions in relation to this NIA, interested parties must submit questions electronically through the Bidding System. The City will not accept any communications by any other means, except as specifically stated in the NIA.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials or other representatives of the City, other than the NIA Contact, concerning matters regarding this NIA. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s submission.
