This Request for Proposals (the “RFP”) is an invitation by the City of Peterborough (the “City”) to qualified proponents to submit proposals for the collection, analysis and presentation of current and forecasted housing related data to inform future funding and program decisions for the community housing stock as further described in Section D.1 of the RFP Particulars (Appendix D) (the “Deliverables”).

The City is seeking an experienced and qualified consultant to undertake a comprehensive strategic cost and value analysis for its community housing stock (the “Project”). This analysis will consider the current programs and funding being delivered in partnership with the community housing providers in the City; and to identify and model alternative program and funding structures with recommendations with regard to how the City can optimize its financial obligations while meeting key objectives.

The data collected and analyzed as part of this Project will form a critical element as the City considers its long-range strategic community housing plan.
