This Request for Proposals (the “RFP”) is an invitation by the Corporation of the City of Peterborough (the “City”) to qualified prospective proponents to submit proposals for RFP-22-24 Business Case for Infrastructure Development and Level of Service Improvements as further described in Section D.1 of the RFP Particulars (Appendix D) (the “Deliverables”).

This Request for Proposal (RFP) pertains to the completion of two distinct projects that are interdependent and may be executed concurrently:
a.
Project 1 – Market Study and Business Case for Infrastructure Development at the Peterborough Airport
The objective of the Market Study and Business Case for Infrastructure Development at Peterborough Airport is to evaluate the potential for job growth and the necessary airside and non-airside infrastructure to support this growth. The study findings will assist the City in justifying ongoing investments and articulating the need and reasoning for defining a strategic infrastructure investment path, which could potentially redefine the airport's identity. The recommendation from the Level of Service Improvement Study (Project 2) is a critical factor in the infrastructure development decision.

b.
Project 2 – Level of Service Improvement Study at Peterborough Airport
The objective of the Level of Service Improvement Study at Peterborough Airport is to assess the feasibility of upgrading the airport's service level to non-precision standards. Key findings and recommendations from this assessment will be incorporated into the Market Study and Business Case for Infrastructure Development. These recommendations will significantly influence strategic investment decisions at the airport.
