This Request for Proposals (the “RFP”) is an invitation by the City of Peterborough (the “City”) to prospective proponents to submit proposals for the development of the City’s Home Energy Efficiency Program (HEEP), as further described in Section D.1 of the RFP Particulars (Appendix D) (the “Deliverables”).

To curb GHG emissions from the housing sector, the City, with financial support from the Federation of Canadian Municipalities’ (FCM) Community Energy Financing (CEF) Program, will complete a program design focused on financing energy retrofits. Through this RFP, the City is seeking a Consultant to design a residential energy renovation program and develop supporting mechanisms to elicit homeowner participation in said renovation program. The Consultant will develop the HEEP to help residents reduce their homes’ energy consumption, strategically targeting GHG emissions reductions by implementing energy efficiency retrofits, introducing renewable energy systems, and other low carbon measures. The Consultant will determine the soundest program financing framework that is appealing to homeowners in consultation with financial institutions and utilities. The Consultant will endeavour to design innovative approaches to maximize community interest and participation, reduce overall retrofit transaction costs, and prioritize the local economy and trades to benefit from the increased renovation activity. The Consultant will complete the program design and implementation plan and seek approval from Council by September 2022.
