Notice of Intent to Award

This shall serve as notice that the Corporation of the City of Peterborough (the “City”) intends to award a contract for supply of goods to a pre-qualified vendor.

Before awarding a contract, the City is issuing this Notice of Intent to Award (NIA) to give other vendors who may be interested in bidding to submit a Statement of Capabilities.

If other potential vendor(s) submit a Statement of Capabilities during the NIA posting period, the City may, in its sole discretion, undertake a public bid solicitation process in order to award a contract to a vendor to meet the City’s requirements.

If no vendor submits a Statement of Capabilities that meets the City’s requirements on or before the closing date stated below, the City may, in its sole discretion, proceed with the award to the pre-identified vendor.

Description of the City’s Requirement

The City is seeking to establish a standing agreement with qualified and licensed vehicle rental providers to supply short-term vehicle rentals for City employees on an as-needed basis. While most rentals are expected to be for single-day use, rental periods may occasionally extend to several days, weeks, or months.

For the City to consider awarding to supplier, it will consider at a minimum:

• be equipped with power brakes, power steering, air conditioning and automatic transmissions;
• Include an accessory power outlet suitable for charging or operating devices such as mobile phones and GPS units.
• be in good to excellent repair and working condition with all accessories operational;
• be compliant with the provisions of the Canada Motor Vehicle Safety Act and Regulations made thereunder which are in effect at the date of the manufacture; and
• pick-up trucks be equipped with a bed liner;
• vehicles will be ready for rental supplied with a full tank of fuel;
• Vendors will offer unlimited mileage for each type of rental vehicle requested;
• Vehicle rentals must be available for pick-up within 20 minutes of booking confirmation;
• Vehicle rentals must be available for pick-up within the City’s limits and
• Vehicles are to be passenger vehicles, ranging from sedans to half-tons.

Deadline for Statement of Capabilities

The submission deadline for this NIA is Friday, October 30, 2026 at 2:00 p.m. ET.

To contact the City of Peterborough or ask questions in relation to this NIA, interested parties must submit questions electronically through the Bidding System. The City will not accept any communications by any other means, except as specifically stated in the NIA.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials or other representatives of the City, other than the NIA Contact, concerning matters regarding this NIA. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s submission.
